Safi 1320 MWe Ultra-Supercritical Independent Power Project, Morocco


arial view of the coastlineAtlantic coast of Morocco near SafiMott MacDonald was technical advisor to Electricité de France (EdF) during the pre-bid phase of a two 660MWe ultra-supercritical pulverised coal fired power plant, to be located at Safi, Morocco.

The project will include flue gas sulphurisation plant, an unloading wharf for international coals and an off-site ash disposal facility.

Our Owners Engineer work involved an overall review of the project, together with a review ofthe Chinese EPC Contractor’s power plant design.

We produced technical specifications for the Plant and evaluated the EPC offer against these specifications and the Owners request for proposals (RfP) from the state owned Office National de l'Electricité of Morocco (ONE).

During this phase, Mott MacDonald managed the technical clarifications with both the EPC Contractor and the Owner.

We provided assistance for the drafting and negotiation of the EPC Contract with the selected Chinese EPC Contractor, China Datang Corporation (CDT).

We gave technical assistance and advice during the bid preparation and elaboration of the final
bid proposal to ONE.

In addition, we provided separate Lenders Engineer services to the Project Company during the pre-bid phase.

Flexibility was paramount in responding to the continual changes to the technical requirements of the bid, project site and timetable.
